A useful working definition
A qualified lead is a person or business that has made a genuine enquiry, needs a service the business offers, is in a location the business serves and meets any essential commercial criteria agreed before the advertising starts. Depending on the service, timing, property type, project size or decision-making authority may also matter.
The definition should be specific enough that two people reviewing the same enquiry usually reach the same decision. 'Good lead' is not a definition. 'Homeowner in the Gold Coast service area seeking an eligible service within the next 90 days, with valid contact details and no duplicate enquiry in the prior 30 days' is much closer to something a team can measure.

Why raw lead volume can mislead
Advertising platforms can count a form, call or message, but they do not automatically know whether the enquiry was spam, outside the service area, for a job the business does not offer or from an existing customer. Optimising only to the easiest submission can make the campaign look efficient while the sales team sees little value.
That gap creates unhelpful arguments between marketing and sales. Marketing points to a low platform cost per lead. Sales points to empty jobs. A shared lead definition and a simple outcome process replace both opinions with evidence.
A campaign should not be judged by how cheaply it can create forms. It should be judged by the cost and value of the opportunities the business can actually pursue.

Use separate stages so the team can see where value is gained or lost. A raw enquiry is any captured form, call or message. A qualified lead meets the agreed criteria. An opportunity has moved into a quote, consultation or booking process. A customer has produced an agreed commercial outcome.
The stages do not need a complicated CRM to begin. A spreadsheet or pipeline with a small set of required fields is enough if the team updates it consistently. The important part is that the same definitions are used in advertising reports and sales reviews.

Avoid defining quality only by whether a lead answered the first call. Response time and contact attempts are operational variables, not necessarily lead quality. If a real prospect was called two days later and never reached, that may be a follow-up failure rather than an advertising failure.

How to report the number honestly
Show the full funnel: raw enquiries, qualified leads, qualification rate, opportunities, customers and cost at each meaningful stage. State the reporting window and attribution source.
